Former Acting Registrar of the Court of Final Appeal (2007-2014)

Mr Kwang became the Registrar of the Court of Final Appeal in March 2014 after having served as the Acting Registrar from August 2007 to March 2014.

Mr Kwang was educated in Hong Kong at the St. Paul's Co-educational College. After obtaining both an LLB and PCLL from the University of Hong Kong in 1985 and 1986 respectively, he was admitted and started practising as a solicitor in Hong Kong from 1988. He was also admitted as a solicitor in England & Wales in 1991 and as an advocate and solicitor in Singapore in 1994.

Mr Kwang joined the Judiciary in 2000 as a Magistrate. Since then, he acted as the Adjudicator of the Small Claims Tribunal, Temporary Deputy Registrar and Acting Registrar of the District Court, and Temporary Deputy Registrar of the High Court before he was appointed as a Judge of the District Court in 2009. He continued to act as the Temporary Deputy Registrar of the High Court until March 2014 when he was also appointed as a Senior Deputy Registrar of the High Court. He was appointed Registrar of the High Court in 2018.
