Mr Justice Fok was appointed a Permanent Judge of the Court of Final Appeal on 21 October 2013.
Mr Justice Fok was born in Hong Kong in 1962. He attended school and university in the United Kingdom. He graduated with an LLB from University College London (UCL) in 1984 and was called to the Bar at the Middle Temple in 1985 where he undertook commercial pupillage. On returning to Hong Kong in 1986, he was admitted to the Hong Kong Bar and commenced private practice, practicing generally in the fields of commercial and public law. He became a Fellow of the Chartered Institute of Arbitrators in 1997. In 1999, he was appointed a Senior Counsel and continued in private practice at the Bar until his full-time appointment to the Bench in 2010. He was admitted as an Advocate and Solicitor of the Supreme Court of Singapore in 1991 and practised on a part-time basis in that jurisdiction between 2002 and 2006.
From 2003 to 2009, Mr Justice Fok was a Recorder of the Court of First Instance. He was appointed a Judge of the Court of First Instance in 2010 and a Justice of Appeal in 2011.
Mr Justice Fok serves on the Court of Final Appeal Rules Committee. Previously, he also served on the Judiciary's Committee on Information Technology.
Mr Justice Fok was appointed a Justice of the Peace in 2006. He was elected a Bencher of the Middle Temple in 2015 and an Honorary Fellow of UCL in 2022.
